Tor is completely authorized by law but it causes suspicion in some parts of the world. No one has been punished or fined for using Tor. But people are questioned by the law enforcement and ISP about their browsing habits because the logs of ISP disclose that they connect to Tor.
People who use Tor relay are given warning that they need to contact their local law enforcement or ISP in due course. It is may be due to a number of illegal activities on the web that is connected to the IP address which is utilized by their relay.
